Can ping servers but unable to connect to them

Senior and junior Conversation ....

One day in organization  Senior ask one logical question to Junior  " Is ping a correct way to find out if server is online or offline ? "
Junior :

 Junior : said Yes normally we check with ping and connect to RDP

Senior : "I can ping xyz server in CMD but RDP (Remote desktop connection) does not response, is server online or offline"

Junior :

Junior : May be some window services have  not running....

If you guys have correct answer please write in comment section . I am also researching  contains for Junior

  1. As my point of view looks like RDP Services is not running on destination host and second thing may be window firewall blocking your session or RDP port 3389 not allowing incoming connection
