Can ping servers but unable to connect to them

Senior and junior Conversation .... One day in organization  Senior ask one logical question to Junior  " Is ping a correct way to find out if server is online or offline ? " Junior :  Junior : said Yes normally we check with ping and connect to RDP Senior : "I can ping xyz server in CMD but RDP (Remote desktop connection) does not response, is server online or offline" Junior : Junior : May be some window services have  not running.... If you guys have correct answer please write in comment section . I am also researching  contains for Junior
